Dyslexia in government is demonstrated in the application of the three words "poverty", "stricken" and "with". Some see the application combination as only 2 words, "poverty stricken". Others see the combination as "stricken with poverty". Limits on the application of the phrases is that "poverty stricken" is the effect on citizens because of regular societal market conditions. "Stricken with poverty" is the effect on citizens because of the laws of government.
Point: the difference is indistinguishable to some. You decide to whom the description rings true(r, est).
