Government is the finest example (my opinion and my decision) of the expression less is more. It is a task and a half to achieve the minimum to its maximum because the operators are there to get the maximum for the minimum. The comment is functionally ambiguous, isn't it? That makes it closer to reality. At least my reality. Head shaking is acceptable to/at/for me.
