Based on 10 years of demonstrating his methodology, I would surmise that President Trump's plan will be an example of Don Rumsfeld's acknowledgement of tactical reality. President Trump goes to war (figuratively) with the congress he has. Not the congress a host of Al Truist's (altruists) wish exists. The battles will be on the field.
