What may be a strategy of President Trump? Accomplish and add to posterity as much as possible. Deliberately (my assumption) be Precedent-tial*. The more chronicled resistance fought in congress and courts yields the more precedent that has been set for future encounters. History is infamous for repeating itself. It (history) cannot refrain itself.
