USAID metaphorically fits the definition of the tooth fairy. Both con men and politicians (politicians included separately in case there are any politicians who are not con men) as USAID protagonists will put money (in an envelope, symbolically) under a pillow (figuratively), if the correct wish (campaign contribution) is made.
