The government has to fight a strong natural desire in some humans, of those humans' personal nature to decide what are the problems of citizens as opposed to the citizens advising those in government what their own personal problems are. The first situation leads to a metaphorical relationship of Karenism*. Or as traditionally called "Nanny State". Either name, if left unchecked it leads to another metaphorical mental situation of Munchausen Syndrome which results in imaginary (factitious) illness(es) for which the solutions are devasting to society.
The second situation is an advising/consulting relationship that excludes the government, unless requested to interfere in the individual's problem.
*Karenism: is the same as the Nanny State but occurs in society in general. Although there may be a greater influence of paranoia in Karenism.
Karenism is a word created for this comment. It may exist in other uses by others.
