If evaluated, preparation for the Los Angeles fire from the perspective of controlling fire will yield different impactful decisions regarding preparation versus viewing preparation from the perspective of water control. It seems that water control was the perspective chosen. I.E., conserve it at all costs. The fire control perspective would be Intune with dousing the fire at all costs.
