In some categories of societal wellbeing a person can extract a clue of what the responsible (governing) people prefer by what there is lot of where they command above others' lives. For example, poverty, homelessness, drug addiction, lack of morality, lack of self-respect (other than superficially their own), and last what they hope for is a lot of money. They may imagine that village/community is their utopia.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability.
