Change the criteria slightly:
What type of person exhibits the behavior of solving others' problems by taking from others? Politicians.
When a politician says he can solve a problem, it means he doesn’t have to waste his money on something that won’t work.
Or stated from a different perspective:
Why do politicians not solve other’s problems?
- *He doesn’t have the knowledge or skills do it personally.
- He knows it can’t be done. (and doesn’t care)
- He doesn’t want it fixed.
If there is a solution, he would tell the person asking where to find it.
- He, she or it were the options available. He is the chosen one. Mentally substitute you own personal preference.
