One implication to be gleaned from an advocate who is certain that a government program such as welfare, affirmative action, social security etc. are a permanent necessity is that the advocate must know that the people who need the program will always be incapable of learning how not to need the program.

What I am quite but not completely sure of is that I would support not preventing anyone from not doing what they do not want to do. However, in some situations I would not recommend such behavior.
