Most likely when a politician makes a policy change constituents (voters) will be short changed.

Both sides.

One of the challenges republicans more so (my opinion) than democrats, independents, others in the mixed bag of political categories and finally conservatives, have to deal with is to learn how to play on both sides of an issue.
