Most likely when a politician makes a policy change constituents (voters) will be short changed.

History's history.

It might be an important clue why history has built its reputation of repeating itself. Human beings have their impact by repeating the humans before them. History is a vicarious explanatory application of human behavior. The reflection of the adage with the same outcome. Sounds like humans. Sounds like history.
