My guess is that it boils down to the same reason Adam and Eve decided paradise the Garden of Eden, sometimes also called utopia was not the right option for a being with a free will. Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability.
