An important aspect exemplified in your conversation with Larry in Kansas is that the discussion switches back and forth between individuals and an amorphous “government”. However, the execution of the laws is not done by government, it is done by individuals who work as government. Therein lies the primary reason why government programs fail. Larry must believe if individuals (government) write a fairy tale (laws) on a piece of paper, that makes the fairy tale reality. Individuals in the economy know that what was written on a piece of paper cannot and does not work. Because it will not work in the economy, is the very reason why the fairy tale is not practiced in the economy.
Fairy tales in this paragraph refer to unreasonable economic assumptions. For example: a business plan rejected by every private and corporate entity that is approved by the government is a fairy tale.
Final note: Ironic it is, that the Wizard of Oz was a “fairy tale” about Kansas. Good news. Dorothy did wake up.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability. That, on judgement day penance may be translated to the language of individual responsibility and will fail the Judge's inquiry and be passed on as the administration of justice.
