Empathy cannot be a one-sided belief. This requirement also applies to compassion. You cannot provide empathy or compassion to people who have no empathy or compassion. If a person does not accept nor understand empathy and compassion it is impossible receive it.
How can you determine if a person does not accept or understand empathy and compassion? Their actions demonstrate they have none. E.G. A person breaks a law by illegally entering a foreign country. Or, a person rationalizes hurting others as a valid method of expressing dissatisfaction of their own situation.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability. That, on judgement day penance may be translated to the language of individual responsibility and will fail the Judge's inquiry and be passed on as the administration of justice.
