The behavior indicates a belief that what they are plagiarizing means specifically what they think it means and the words do not have legally criminal or civilly libelous meaning. Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability. That, on judgement day penance may be translated to the language of individual responsibility and will fail the Judge's inquiry and be passed on as the administration of justice.
