Bho’s actions indicate a belief it is a success when an agreement is reached with a party that permits that party to continue to do what caused the commencement of negotiations and the agreement. In another words, do whatever you want to do. This methodology may be described as and used in diplomacy.
This reminds me of a man named Chamberlain who reached a similarly structured agreement with a man named Hitler. And peace prevailed until shortly thereafter war commenced.
