It does not seem doubtful that FDR (Franklin Delano Roosevelt) had the expression correct but used the wrong word that applies to these times. The word he used is fear. Fear is a definition (synonym) of phobia. Try the word out in the quote. The only phobia to which we have to be phobic is the phobia itself. It makes sense. Just as it fits circumstances of this era.
