In non-governmental organizations a conflict of interest is a major concern of the morality and legality of service providers actions and whether the service providers actions represent decisions made for the benefit of the client or for the provider’s own benefit.
In governmental organizations a conflict of disinterest is major concern of the morality and legality of service providers actions. The conflict arises in government because there is no mechanism to remove the disinterested from the group. The most directly discernible life-threatening example is the Kathleen Sebelius and Sarah Murnaghan situation. The conflict of disinterest can be evaluated in her response “Someone lives. Someone dies.” This is not the response of an advocate for the patient. It was a response of a disinterested advocate or a person who is advocating for a “policy”. This is an example of the inherent conflict of interest. Or, as I put it, the conflict of disinterest. There were options available to Sebelius, as a good manager, that could have mitigated or entirely eliminated the dire situation of Sarah Murnaghan. Instead, Sebelius limited her scope to “policy”.
