It seems liberals, progressives discuss "collective" welfare synonymously with "general" welfare. General in this context is an all-inclusive term. No one is excluded. Collective in this context is a group of people who share a similar belief that theoretically shares responsibility between everyone in the group.
General and collective are different but not opposite views of the issue of societal welfare.
The primary difference of general welfare is that citizens who do not want to participate are required to participate.

At a higher altitude the question wisps past me causing me to wonder if there are no chemtrails why at low altitude are there catalytic converters used to modify chemtrails (car exhaust)? And an even bigger question is why people would think chimney (smokestack) chemtrails exist. Seeing is not believing?
