There are three ways information particularly personal information can be used. First, not at all. Second, for your benefit. Third, against you or against your benefit.
The first use is of neutral concern.
The second use is most likely the reason the information is created.
The third use is because an individual uses the information for a purpose or purposes not agreed to nor disclosed when the information is requested.
The third situation arises because in many situations, a person who was not a party to the agreement, gets access to the information despite your agreement or understanding.
In other words, the important event is the exposure to personal information to people who deliberately seek access to personal information through employment or other means.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability.
