If an American thinks their fellow citizens will not come to their aid (charitably) when they are really in need, then that American has a low opinion of their fellow citizens. As a result, Americans turn their belief that the only way they can get assistance is from the government. Unfortunately, government is the same group of fellow citizens who are paid to care (come to the aid non charitably) of their fellow Americans. Compassion not charity must be their key to caring.
