These are trick questions. Would there be any investigations going on if there was no government? Or, would there be anything to investigate if there was no government? It may be speculated the number of investigations would be overwhelmingly less. Perhaps 60% to 80% less? Just a guess. Is not government mainly a “make work” institution?
