Can liberals distinguish between a cost going down and something paid by someone else on their behalf?
Irrationally it depends on the circumstances.
For Obamacare, the ACA, the answer is no, they will not admit to themselves that costs are going up. Despite the fact the cost are almost universally going up. Liberals think the cost is going down if someone else is required to pay for it.
For the Fred Upton amendment it is yes.

At a higher altitude the question wisps past me causing me to wonder if there are no chemtrails why at low altitude are there catalytic converters used to modify chemtrails (car exhaust)? And an even bigger question is why people would think chimney (smokestack) chemtrails exist. Seeing is not believing?
