A big mystery or obstacle confronted by individuals who espouse chaos, or crises as it is frequently called, is that they cannot logically or with reasoning determine that the outcome of chaos is, guess what, more chaos. Their self-perceived effective response to an event may seem to be the best or correct response to them. The thought that the response may be chaotic does not cross their mind. It can’t. They are in their mental “safe-space”.
Keep in mind that the state of insanity is just across the border, or as sometimes labelled, it is “adjacent”.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability. That, on judgement day penance may be translated to the language of individual responsibility and will fail the Judge's inquiry and be passed on as the administration of justice.
