An equivalent madness to the “sky is falling” is the continents are sinking, i.e. water levels are rising. Plate tectonics indeed moves continents around the earth’s surface. Slowly for certain, but moving. In a spurt of silly mental agility it can be thought that if the continents are moving, that means they are floating. So, how can the ocean water rise above a floating object?
Remember, a joke will frequently include a bit of truth and a lot of reality.
Just to complicate this topic, the continental shifts are making mountains rise. Wonder where that mass of earth used to raise mountains comes from? If water fills in the space created by the earth thrust upward wouldn’t that lower ocean levels?
