Despite the delusion that people who work as government suffer, they are not the same as a business that plans the work for the day for its employees for the purpose of producing a product. Government plans the work of people so government can work. In many situations, people are paying government so government will not interfere in their work.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability.
