I agree with Bloomberg on one point: we do have to change something, that is because the (un)intelligence community can’t even stop events they have been warned about. Just ask the father of the shoe bomber. He warned us about his son Richard Reid. Just ask the Army about the warning signs they had about Nadal Hassan. Just ask about the marathon bombers. The (un)intelligence community had received repeated warning from the Russian more intelligent community.
Instead of what Bloomberg suggests, I recommend the reduction and elimination of federal involvement in non-military security. It hasn’t been working very well.

What I am quite but not completely sure of is that I would support not preventing anyone from not doing what they do not want to do. However, in some situations I would not recommend such behavior.
