For congressional and establishment republicans the problem is that they are a problem.
I would include democrats in that statement, but for most if not all democrats, they know for themselves there is no problem, or they don’t care. Also, many republicans are democrats who can deceive themselves just to run for office and think like democrats.
Clarification: The country is in its current condition because of the decisions congress has made. They are responsible for those decisions. They are responsible for the results of those decisions. Based on the results, they have failed.

An *abstract metaphor that describes while at the same time is defining the meaning of censorship. Cleaning up the mess created by throwing a Karo saturated pancake at a wall at a sponsored community breakfast consisting of free pancakes.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability. That, on judgement day penance may be translated to the language of individual responsibility and will fail the Judge's inquiry and be passed on as the administration of justice.
