People who work for government require even more supervision and control than people working in the private sector because people working in government have very little to lose and something to gain.
In the private sector people have everything to lose to balance everything to gain with each decision.
The risk of losing everything is the throttle that controls private sector decisions and actions.
It is easy to make wrong decisions as well as right decisions by someone who has very little to nothing to lose that is balanced against something to gain.
A perceived lack of a throttle or lack of risk results in no restrictions on government decisions and actions.

What I am quite but not completely sure of is that I would support not preventing anyone from not doing what they do not want to do. However, in some situations I would not recommend such behavior.
