That lets taxpayers know that you will not waste the fruits of the citizens' labor on self-indulgent activities that will not improve taxpaying citizens' good.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability.
