One reason for the TSA and NSA “suspect everyone” policy is the tacit acknowledgement that the people in those organizations are incapable of doing it differently. In other words, they do not know what they are doing or what they are looking for so look at everything. But that reasoning only begs the argument, if they do not know what they are looking for they will not know it when they see it. E.G., Hassan at Fort Hood, Tsarnaev brothers in the Boston massacre, or Richard Reid, the shoe bomber. In all three of those cases the people who profess to be guardians of our security deliberately ignored direct warnings of others not so blinded by their ideological distortions.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability. That, on judgement day penance may be translated to the language of individual responsibility and will fail the Judge's inquiry and be passed on as the administration of justice.
