Good managers have the innate trait of constantly searching for more efficient ways to achieve a goal. In business perspective the process is to use the most productive and thereby the least expensive way to reach the goal and maintain the highest quality. The following comments revolve around this managerial perspective.
First: I have no confidence that the decision to monitor all telephone calls is a logical or practical option. My first step to make the best decision was to focus the scope of my search on the firms or individuals who had the specific and highest degree of qualifications required to complete the task. In this case the NSA is monitoring ALL phone calls. This scope inverts the rational logical methodology. Or, in more metaphoric terms: the NSA has exponentially expanded the haystack size. A haystack from which they will locate and extract needles.
Second: Another inversion of logic is that the massive size of the endeavor compels the utilization of a much larger group. That group inevitably will in the average be less qualified, less trained, and less experienced to perform the job. Combine managers who have agenda other than security with less appropriate workers and the result can and will be abuse of the information and the process. That abuse will be combined with the failure of the program to provide the very security that was intended.
Third: A premise this program rests upon is that there is no other alternative that would be as successful as this program. In my opinion that is nonsense. It usually is nonsense when someone tells you they have the only answer.
