Government being the solution to the economic recovery is like the following analogy: if you are in a hole and have a ladder that is too short to get you out, the government solution is to tell you that you need a new ladder. The private sector solution is to build a longer ladder or at least an extension to the existing ladder.
Or for the traditional analogy: if you are in a hole stop making the hole deeper. IE: stop spending.
