For liberals, progressives, democrats and many republicans the “means” in the expression “means to an end” are the reward or the end result that they want to achieve. The “end” in the expression “means to an end” is not relevant since applying the “means” is what they want.
E.G. Kathleen Sebelius, why did she want the authority to make the decision that pertains to her comment “some live and some die”. It wasn’t the future or end of her life she was deciding. It was the life of Sarah Murnaghan.
For conservatives the “end” is the goal. Because that is the reason for the exercise.

Maybe the most self-beneficial reconciling penance administered by/for/to humans is performed by politicians who have a blinding trust in the concept employed as preventative responsibility contained within the theory of plausible deniability. That, on judgement day penance may be translated to the language of individual responsibility and will fail the Judge's inquiry and be passed on as the administration of justice.
