Empathy cannot be a one-sided belief. This requirement also applies to compassion. You cannot provide empathy or compassion to people who have no empathy or compassion. If a person does not accept nor understand empathy and compassion, it is impossible receive it.
How can you determine if a person does not accept or understand empathy and compassion? Their actions demonstrate they have none. EG. A person breaks a law by illegally entering a foreign country. Or a person rationalizes hurting others as a valid method of expressing dissatisfaction of their own situation.
